Workforce Restructuring Strategic Sourcing

The development of a Most Efficient Organization (MEO) can be a difficult process that involves expertise in work flow systems design and analysis, organizational redesign and classification and staffing ratios. For an MEO to be successful through competitive sourcing it must be aligned to meet the critical functions of the Performance Work Statement (PWS). OPM can provide tailored solutions to meet your competitive sourcing challenges. The transition to an MEO includes change management, competency identification, skills gap analysis and various training and development recommendations.

When faced with a competitive sourcing requirement, we can assist you in the following steps required to create a most efficient organization:

  • Collect, analyze, and evaluate documents that include, but are not limited to, strategic plans, mission and function statements, organizational charts, staffing charts, position descriptions, workload data, productivity and performance statistics, and workflow charts.
  • Interview managers, supervisors, and employees individually and/or in focus groups as determined appropriate to gain information about the organization and the work from the perspective of those who perform and supervise the assigned functions.
  • Analyze work processes and work flow to identify possible bottlenecks, redundancies, and unnecessary steps in accomplishing the work. Recommend options for reengineering processes and work flow to eliminate inefficiencies.
  • Develop options for organizational structure changes, providing pros and cons of each option and presenting a business case rationale for a recommended option.
  • Assess the skills mix required to meet strategic objectives. This includes identifying the occupational specialties required along with the grade level structure and number of positions for each specialty.
  • Collaborate with you to develop a plan for moving the organization from its current structure to the most efficient organization.
