OPM Director Kay Coles James Appoints Eduardo Ribas Assistant Director

New Hire joins Human Resources Program Executives team

Washington, D.C. - U.S. Office of Personnel Management Director Kay Coles James has named Eduardo Ribas as Assistant Director, Human Capital Management Services Group. Ribas joins a group of 14 new human resources program executives whose experiences span the business, government, military, and non profit sectors.

These executive appointments are consistent with James' commitment to make the federal government's hiring process efficient and effective so that agencies get the "right people, in the right place, at the right time."

"Eduardo's experience in leading change and people is a valuable mix that is critical to shaping human resource management policy and programs" James said. "His leadership will provide the impetus for change and management that will further enable the federal government to effectively meet the HR challenges of the future."

Ribas has over fourteen years of experience in human resource management programs. He has created innovative solutions to recruiting and retaining employees in his former places of employment.

Prior to joining OPM, he spent four years at the National Institutes of Health as Director of Workforce Management division. He managed all aspects of program and policy development including staffing and recruiting. In this position, Ribas created innovative strategies which resulted in hiring 1,000 new scientific and administrative employees to support the President's bio-defense strategy. He also was involved in the development of workforce planning strategies to place employees affected by Heath and Human Services and National Institute of Health administrative consolidation and competitive outsourcing activities.

Ribas also worked for the National Oceanic and Atmospheric Administration as a Human Resources Program and Policy Team Leader where he managed all aspects of the organization's nationwide human resources program and policy functions. Additionally, Ribas spent ten years working for the United States Department of Agriculture as the Chief of the Human Resources Operations Branch.

Ribas is certified as a Public Human Resource Management (IPMA-CP) by the International Personnel Management Association and has a certificate from Harvard University's John F. Kennedy School of Government.

Ribas, who is fluent in Spanish, earned a Bachelor's degree in Psychology from the University of Maryland.
