U.S. OPM Director James Informs Agencies On Assistance Available To Federal Employees Affected By California Earthquakes

Washington, DC - Kay Coles James, Director of the U.S. Office of Personnel Management has asked Heads of Federal Departments and Agencies to grant excused absence to employees who are prevented from working because of a personal emergency resulting from the recent earthquake in California. James stated, "At this time of year it is important to ensure that we take every step possible to all those affected by the earthquake, including those who are part of the Federal team. They can be confident that their well being and that of their families is of the utmost importance and will be handled as a priority," James said. "All available flexibilities should be extended to ensure employees personally impacted by the earthquake can take care of themselves, their families and assist in rebuilding their communities."

"As in the case of the recent fires in California and storm damages caused by Hurricane Isabel, President Bush is sensitive to the impact of natural disasters on all Americans and intends to safeguard and protect the safety of every Federal employee," James said.

Director James' memorandum reminds agencies of their authority under the law to grant excused absences to both employees who are affected by the earthquake as well as employees who have been requested to assist in authorized emergency relief, law enforcement and clean up efforts. Additionally, employees who need to stay home to be available for members of their family as well as assisting in their local communities should request leave by following normal procedures.

With supervisory approval under a written telecommuting agreement, employees may work at home or at a telecenter to allow them to remain close to their homes.

James said, "As we recover from this earthquake, it is imperative that our managers and supervisors exercise the available flexibilities by offering compassionate support for employees and their families affected by natural disasters." She further added that employees should be "reminded of the Employee Assistance Program (EAP) which is available to assist employees in dealing with concerns about their families' emotional well-being in response to the earthquake."
