LABOR-MANAGEMENT GUIDANCE DISTRIBUTED TO AGENCIES
Washington, D.C. -- U.S. Office of Personnel Management today distributed the following guidance designed to assist federal agencies implement President Clinton's Executive Order 12871, Labor-Management Partnerships. This guidance was discussed by the National Partnership Council at its first meeting and incorporates recommendations submitted by Council members.
The guidance stresses the need for skill, flexibility and commitment for union and agency representatives at government workplaces to achieve an effective partnership. The guidance calls for each agency and its components to build labor-management partnerships specifically tailored to the needs of employees, their representatives and management.
