OPM's Kay Coles James Names Solly Thomas as Deputy Associate Director, Center for Natural Resources
Washington, D.C. - In her continuing effort to provide the American public with the best service possible, U.S. Office of Personnel Management Director Kay Coles James has appointed Solly J. Thomas as OPM's Deputy Associate Director for Natural Resource Agencies. Thomas' main responsibility will be to lead human capital transformation at federal agencies that have natural resource missions. He will work closely with Chief Human Capital Officers of these agencies and their staffs to provide strategic consulting on human capital results, manage HR technical assistance and ensure merit system compliance.
"I am extremely excited to have Solly as a member of ‘Team OPM,'" said James. "He brings a wealth of knowledge about what federal departments and agencies need to know to effectively get the job done and will be a welcome addition to Human Capital Leadership and Merit System Accountability division."
As a recognized leader, Thomas has directed high-performance organizations throughout the federal government, with his most recent appointments being Executive in Residence at the Eastern Management Development Center, Executive Director of the Federal Labor Relations Authority, and as Chief of Staff to the Chairman of the International Trade Commission.
Thomas has a Bachelor of Arts in Economics from the University of Notre Dame.
