Washington, D.C. - U.S. Office of Personnel Management (OPM) Director Kay Coles James announced the appointment of Raymond A. Limon as Merit System Compliance Group Manager in the agency's Human Capital Leadership and Merit System Accountability Division. Mr. Limon currently is acting as a Supervisory Human Resources Specialist in the Division of Human Capital Leadership and Merit System Accountability.

"As a recognized defender of Veterans' Preference and Merit System Principles, Ray brings many qualities to the table, including his legal abilities and knowledge of human capital management," James stated. "Because Merit System compliance and meaningful audits are of the utmost importance, OPM is fortunate to have Ray's continued contributions."

Before his current position with OPM, Mr. Limon was a staff attorney in the agency's Office of General Counsel, where he conducted all phases of federal employment and civil rights litigation and provided both OPM and governmentwide policy advice.

Mr. Limon has received numerous Special Act awards for Superior Accomplishments, including awards for streamlining equal employment opportunity and defending Veterans' Preference issues.

"Ray has the skills necessary to ensure the principles of the Merit System are enforced indiscriminately," stated James. "The Merit System calls for a federal work force based on merit, and I know Ray takes very seriously the charge he has been given."

In his new role, Mr. Limon will help direct and manage OPM's statutory appellate programs involving the adjudication of federal employees' classification appeals, Fair Labor Standards Act claims, and other employees' claims for additional compensation and leave. In addition, Mr. Limon will direct and manage OPM's reviews of agencies' personnel security, suitability, and investigation programs
